Your whole point was ruined by "I sure as hell'd think twice before going to some states in the US if I were black." That's one of the most ridiculous things I've read on/. yet. The rest of your argument was generally right on target.
I can pay my personal property taxes, renew my drivers license, and pay my state income taxes all online. In fact, they encourage residents to do it online by charging less. Good enough for me.
You can also pay your federal income taxes online and that's really the only time US citizens deal with the federal gov't (at least that's all I've ever done with the federal gov't). Maybe you need to open your eyes and ears a bit before asking why the US gov't isn't "online."
If you have a firewall you could check the logs to see when QT Pro makes the request (if you have QT Pro). If not, you'd have to "hack" the QT file which has the URL embedded in it somehow. I'm too lazy to do that so I just waited for someone else to figure it out. Or you could just get a QT Pro keygen...:)

Uhhhh... or you can just right-click and Save As.
