Computers and internet access can not make poor people prosperous as a group, either ethnic or geographic. They can only serve as tools for individuals with the talent and initiative to use them.
This article is inane. What possible content is being withheld that is not already available to the poor misfortunates using dialup accounts? And what possible connection is there to the ISPs and DSPs who could really care less?

BTW, I went BACK to V.90 dialup and cancelled my Verizon DSL some time ago because the actual benefits were nowhere near worth the added cost.
