Perhaps the United States should drop those machines, use paper ballots and outsource the actual counting to India. With more than one billion citizens, India is the biggest Democracy on the planet, and they always get their ballots counted in time for their electors to mount their horses and take a two-week-trip to Washington.

Why does the German government seem to be so inconsistent with censoring/banning games?
Because the BPjS (Bundesprüfstelle für jugendgefährdene Schriften = Federal Angency for youth-endangering Writings (it will be changed to "Media" soon)) is not a gouvernment agency. In fact, it is totally independent from gouvernment, it's competences are more like that of a court.
Second, there is no censorship here in Germany. If a game has been changed for a German release, it is by the publisher, not because German official Agencies have reviewed and ordered to change it. Many companies actually try to avoid our youth protection laws by "discharging" their programs, but there ist nothing forcing them into it, except they would collide with criminal laws, like the Nazi symbols in RtCW, which may not be shown on toys and the like, thus including computer games.
Obviously you are either not German or a troll. We generally have no regret about losing WWII, in fact I am glad it has come that way. (Losing the war, I mean, not the fact that there was a WWII) We hold no grudge for the winners of that war, why should we want to change the game in that way?
