Punish one ID for putting up a couple of signs? nothing changes. Force Herbalife to stop its guerilla marketing strategy or pay big $$$, and I think the streets would get a lot cleaner pretty quick.
I bet that aggressive enforcement against the independent distributors would do the trick. The fine for violating my city's rather draconian sign ordinance (which requires, among other things, approval from the city engineer for any sign, a 2-foot setback from the curb, and support only from the owner's property -- i.e., not a utility pole in the public way) is up to $200 per day.
Catch a distributor posting a half-dozen signs, fine him $1200, and I bet he stops.
I imagine that you'd have to fine Herbalife millions before it became more than just the cost of doing business.
