Locally, my options are Verizon FiOS, Verizon DSL, Cox Cable, or satellite. I have 25/25 FiOS, for multiple reasons. 1), it is fast and stable, 1) COX sucks major donkeyballs, and 1) the one time I needed repair from Verizon, they were quick and complete.

The merchant can declare no such thing. Transactions ending in 1 or 2 round down to the 0. Ending in 6 or 7, down to the 5. Period, end of story. And again, it is for the entire transaction. Over time, your personal purchases average out.

I think you miss his point. A 250lb JDAM dropped from a MQ-9 is treated completely differently (in the press) than the exact same 250lb JDAM dropped from an F-16. The only real difference between the two aircraft is where the pilot is sitting. But it is still a human pilot hitting the pickle button.
