Doesn't this sound like a lot of amateur game programmers today? A lot of programmers in general (if they have some time) will just sit down and make something because they can. (And it's kinda fun, too.)
I was wondering on everyone else's thoughts on this - besides the full-blown college report, you know. Grass-roots kinda stuff. If you can, keep away from the "My Perl blows your old Pascal away"-type posts, though.
