Not really. The only restriction is you can't make him nonfree. If I give you code and tell you it's free but must remain free...that's the GPL. If I give you code and tell you you can make it nonfree as long as you credit the people that wrote it...that's BSD.
Cruise missiles don't come straight at you. They follow river valleys and use other terrain features to hide. They are generally just above treetop level and harder for radar to pick up. Ballistic missiles are obvious and in your face but usually when you find out about cruise missiles it's too late to do much except go "oh crap!"
Really. If you see a missile coming you can launch yours. Kind of a deterrent thing. Against sane people it works...against nut jobs, who can say? Cruise missiles are much harder to detect. They fly circuitous routes to avoid detection and generally fly at lower altitudes to avoid radar. If launched at missile silos they can effectively wipe out all nuclear offensive capability thus rendering an enemy helpless. Hence, if I were a neighboring country, I'd be a little more apprehensive.
I doubt Pakistan can be happy at all about this development. It's one thing to have a nuke, another to be able to deliver it. This makes a first strike weapon from Hell. About the time you figure out the war is on....it's over.

Generally it doesn't pay that well so you end up having to take what you can get. Inevitably you end up with some rotten apples. While Watts was wrong for some of his actions the police should have managed their own behavior better. This ended badly and ultimately both sides are wrong morally but Watts failed to comply with the law. He should be penalized and the officer who struck him in the face should be fired and charged with assault.
Ah...my mistake. I was thinking of Win ME. ME was kinda like the vista of the day. Everyone who left ME for XP was happy, happy, happy. I don't remember a lot of people that used 2000 on home computers, it seemed mostly business use at the time. We had 2000 PRO at work and it was okay. I was using SUSE at the time as I had finally put my trusty Amiga 3000 away in favor of a Dual PII 450 tower. I remember looking at Win ME and thinking if that was all that had been available to use I'd have kept using the Amiga.
XP is actually not a bad OS. I don't like MS for political reasons but after all the years of XP development the OS is stable and fast and hardware requirements are low compared to newer MS operating systems. Most importantly, Vista and Win7 just don't offer any real compelling reasons to upgrade for the average web surfer. As long as firefox and opera support XP I can see a lot of people sticking with it until their old computers die.
Truly everyone worships something. Some people worship money, some golf, some worship pussy. I myself have been guilty of that last one a time or two...or maybe even more than that....
Maybe it's greed or maybe it's revenge. The only way to hurt EMI is through their bank account. If someone makes me go to all the trouble and expense of hiring a law firm I'm damn sure going to hurt them as bad as I can.

XP was actually a big upgrade over 2000. WIN7's improvements are not as obvious to average user.
