I'm not sure if someone is already doing this (gnutella?) but what we need is a RAID5 of webservers, i.e. you download a java applet which then contacts n servers, each server only has a part of the data, the applet uses these parts to reconstruct the original webpage, thus shutting down any one server doesn't affect content, indeed no server actually carries all the content. As one gets shutdown, a "hotspare" automatically starts up and reconstructs its part of the data from the remaining webservers.
Since the US army recently announced they were going to set up a cyberwarfare unit, then she should go and arrest the commander, or doesn't the law apply to them?
I seem to remember reading this rumour in "The Gulag Archipelago Vol 1" by Aleksandr Isaevich Solzhenitsyn. A labour gang dug up a prehistoric turtle and ate it on the spot. However this was a gulag rumour, so is as likely to be true as any rumour.
We have the same problem with powercyclling compaq boxes remotely. Now we have bought APCC boxes which you can telnet into and power cycle the offending machine. see www.apcc.com - price I dunno but probably expensive. "Master switch power network controller" on some machines you need to set a jumper inside for them to come up again as power is applied. We haven't installed them yet so I dunno if they work as advertised.

the bug is missing from win2000, but wait, when win2002 comes out then suddenly a hole will appear and then everyone will have to UPGRADE AGAIN!!!

Don't forget you need 3 times as many NT admins to keep X number of NT's running as unix boxes.
