For a start, he WAS PAID to develop PGP which was then given away - he did NOT give it away out of the kindness of his heart. Then he gets others to (il)legally export his code (by printing/scanning), and again the world thinks he is a genourous guy, when all he is after is a way of legally exporting his software.
And all the time he was moving goalposts, so that freeware implementations never managed to be compatible with later versions of PGP.

Already done. There are C and Java S/MIME projects out there. Sun even provide java S/MIME for free, and I think SSLEAY will also do the trick
