My wife is a lawyer at a large firm, and they do PLENTY of work free or at a reduced rate for good and/or longstanding clients.
Just because they're well-paid, doesn't mean they're immune to the niceties of the business world...
Emminent Domain also requires the government to compensate the individual/goup from which they seize the property...
The only reason I know this is because I'm from Chicago and when they moved Comiskey Park (where the Chicago White Sox baseball team plays) across the street some very stubborn folks didn't want to move. Took the Sox to court. The state stepped in and used Eminent Domain to take their property, but had to pay them a pretty penny to do so.
