What are you talking about? Wage and Price Controls were from 1975 to 1978, long over by 1981. And Canadians did a lot of bitching and moaning during that time, but they sure did not "shut down the country." The Trudeau government implemented the controls for three years, just like they planned from the start. The controversy did not make the government change its course.
Declarations of war have been essentially obsolete since the Second World War. Since the formation of the United Nations, wars of aggression are explicitly an international crime. An official declaration of war could be evidence in a war crimes trial. By not issuing official declarations anymore, governments make it easier to defend themselves on the basis of "it wasn't really a 'war'" or "we were just defending ourselves."
I think it would be interesting to see what type of rifles they would use to fire this round.
Technically they would not be "rifles" because the bullets require smooth-bore barrels. It might be time to resurrect the term "musket" for the weapons that fire these rounds.
Why is a high-tech industry mixing SI prefixes with English inches anyway? The next sexy target for hard disk development ought to be 1 Pb/m2 (petabit per square metre).
