The Chinese citizens cannot vote on any issue, choose government officials etc.

Get real, man - if everyone around you carries guns and automatic rifles, then don't be surprised that once in a while something like this happens. If this guy had only access to knives and similar things, he could've killed 2-3 people at most, but not 32.
