Yes that's true, however if the wheel is small like you suggest, A persons head would encounter different Gforces than their legs. This would be impossible to cope with. The wheel must be big enough to where the few feet between a persons legs and head wouldn't matter. Also, Its probably safer to spin the wheel at a slower speed so the torque doesn't throw the whole ship off. (Single engine ww2 fighter planes have this problem and had to compensate with trim)
You know, If it did hit us there would alot of good source material for a post apocalyptic
RPG.
One of the quests would be to discover why the 'ancients' failed to provide adequate funding for the space program:)
