more like standardised cvs for everyone not just coders - sort of like a giant gmake with child make files and then an overall build

It is the engineers who observe whats going wrong and apply the science to rectify it. Half of the problem with software is we just forgot the engineering discipline - the production engineers who crafted supply-chain , the electrical engineers who had red-blue-green colors instead of inventing half a dozen stupid uml signs

Above all your own developers should be the kind that " are impatient and have hubris"
they should be given horrific deadlines and given immature teams to finish projects of the kind where your tools should be used preferably at a client site or something before anything else
in other words the authors should first be convinced of the plot before sitting down to write
