I'm sorry, but your comment is just ridiculous bigotry. I was born outside the US, and since my mother was a US citizen, I have US citizenship by birth. I did not become proficient in English until I moved to the US around the age of 13. So yeah, the test is required for naturalization, but that's not the only way to citizenship. And yes, those born here in the US have no requirement to learn English. Then there's those who can only speak one language (English), but can't really read or write. But that's beyond help.
First you define what you want: Do you want technical certs? Then look for people with those. Do you want people with academic background (data normalization, OOP, etc)? Then look for people with CS degree. Do you want people with experience? Then look for people with relevant experience, and or do a practical test as suggested (which everyone can get their smart friend to do for them I'm sure)
Weight each one of the factors according to what he or she is supposed to be doing. Systems analyst? Architecture design? Jr. code monkey? Overall hacker (jack of all trades, master of none)?
Then rank them in each factor. Most of those factores are qualitative more than quantitative by the way.
But sometimes, the best programmers are not the ones with the best qualifications, but the ones with the best fit into your business. 8 years php experience vs 4 years php experience IN YOUR INDUSTRY: I'll pick the 4 year experience guy.
but contacts would be much cheaper than one transmitter per block. that way you only need one transmitter and battery brick. this is really interesting... it could be a step closer to self replicating nano machines. Even if the transmitter / power source / CPU is not so nano.

Well, of course they should have to provide some proof of probable wrongdoing , but I'm not sure that they can say that to deny an audit is proof of probable wrongdoing . Software licensing is a civil matter, but copyright violation is a criminal matter. Of course this opinion is made drawing from all my previous law experience, in other words, no experience at all.
They can't force you to have an audit (unless you signed a contract). They can submit the case to the police and the have them investigate. They can then raid the office and check your licensing. If you are 100% linux, then the case gets dropped. The BSA is just a proxy to sue people, so in case you sue back, you can't hurt the ones that are actually trying to extort you. Same as RIAA, MIAA, etc. Can they knock on your door and say "we want to audit you"... Yes, but you can refuse.
I really love these "features" that prevent users from using their computers. I can't remember how many times I had to troubleshoot licensing problems in NetWare. Windows NT and 2000 used to be quite trouble free regarding this kind of crap. But now with WGA I'm making money off copy protection again. Right now I'm migrating a server from Windows 2000 to Linux for a client for that very reason. Thanks for giving me business, Microsoft.
I would much rather deal with a broken X conf than with the crap I have to put up with WGA. It was a NAS server, I'm sure it was still serving even without a GUI.
