I'm not sure why people think having to carry a passport to leave the country is a big deal. I'm Canadian, and I've never even thought of leaving the country without a passport, it is the only proof you have of where you're from and where you are legally allowed to be.
People have no problem shelling out $70 every 5 years for their drivers licenses in order to drive a car, how is this different?
