Get "vorbis-tools", located under the Encoders/ Jukeboxes header. The encoder itself is oggenc.exe, but included in the package is a number of other programs for using the encoder.
You sir, are an idiot. First, as many have already said, there are very, very many decoders for MP3 files. The general consensus is that the Lame boys have the best one. After that, you have your WAV files, and encoding is easy. The next reason you are an idiot is the 5GB's becomes about 7 CD's which would cost you as little as 50 cents, if you bought the CD's in a large pack.
I had always heard it was 'British Naval Connector'. There are many abbreviations the meanings of which are pretty silly, SCSI being one of them. SCSI has the rather cool approximation Scuzzy, though.
