What this appears to be is a serial solution to a current parallel problem. Right now we have the equivilent of IDE on our highways. The idea is that some cars will go faster than others. The problem is that all cars end up going as slow as the slowest in heavy traffic.
A monorail system that has side tracks for stops is like SATA. There is only one speed on the track and you don't get on until you speed up on your side track to that speed.
