    There are several examples of government agencies running their own networks between labs or facilities spread out nationally. The Deparatment of Energy is the first one that comes to mind. The NSF also has experience with this. There are also a lot of regional optical networks at major cities which could be used to help get to where you want to go instead of costly custom last mile solutions from your network vendor of choice.

    It might be beneficial for you to
    a) See if an umbrella agency has a national net you can leverage.
    b) Talk to DOE (ESnet), NLR, Internet2 (Abilene) and get some information that could help you do this more cheaply than going to Qwest and having them price the whole party.

    Wow. If those numbers are right, once I do the Euro/USD conversion it looks like german public TV gets close to twice what the US budget *request* was from the National Science Foundation in 2006.

    Yes, i know there are bigger wastes in government in terms of numbers, but good grief.

    The probably used TCP which is no mean trick. I have a lot of questions about exactly what it took, but don't marginalize it. Those average speeds over a long time period imply either a remarkably clean network and well tuned hosts, or peaks far above the average rate.

    Hardware testers push bits with less intellegence than your average undergraduate.

    why can't we just use passports for this? Some sort of ID/tracking is a cost of travel any more. I just don't see why the feds need to get involved with state issues, since this doesn't really have anything to do with driving.
