The study was focusing on factors that lead to bullying. It was not a moral study on 'who' is at fault.
It is addressing social factors that bullies respond too. In trying to understand all the factors of human psychology on both side of the event are we ever to effectively deal with the problem. ie We must understand what the bullying is responding to so we can deal with the bully more effectively.
The guy that came up with the rear spoiler (for your typical crap road car) got the job by marrying the bosses daughter, then screwed his secretary and got the sack and a divorce. Totally irrelevent but interesting.
