Except that populations aren't distributed evenly across the 50 states. The senate provides a counter balance to the congress, which is biased by population, so that rural states with relatively low populations have some influence on what bills get passed. Otherwise, they'd be trampled by the high population states' politics which may or may not work for them (economics and culture). The house and senate complement one another, each addressing the weak points of the other.
Now, the redistricting games both parties play are abhorrent, and that aspect needs fixing, but I don't think we should abolish either house.

To be fair, L7/application/protocol filtering can be done with netfilter/iptables, and ddwrt does allow some access to that capability.. Most of the rest of your featurelist can be done with a single x86 machine running a router distribution. For a 3Mbit line, cisco/sonicwall et al are way overkill.
Don't forget SaaS.. that's also bad DRM. It takes user control away thereby making their own livelihoods dependent on the continued existence and congruent interests of the vendor.

The DRM just gets in the way of legitimate use solely to create artificial market segmentation (oh you want 1000 users AND the 'right' to save to a database? now it's suddenly $40000, instead of $4000 for the same product).
