I have not seen this with my own eyes, but I do tech support for a mid size ISP and have spoken to about 4 or 5 DSL customers with this error.
When they press the "repair" button in order to aquire a new lease and IP from our DHCP server, it succesfully assigns the IP address, then happily reports:
"Repair completed successfully. Please contact the systems administrator if problems persist."
