The purpose for this "market" is not to be a distributed casino it is to openly raise capital for businesses under a unified set of regulations to make it easier, but NOT too easy where we end up not only losing the reason for it's existence but it can HARM business and society. The market is a place to buy into the future of businesses not to gamble off some "system." This has been underway for some time; it will continue to get worse just how far depends on how susceptible people are to modern propaganda.
The old Tea Party people are not so bad, I know a few. The new Tea Baggers are either astro turf or hoards of crazy morons who give the sex act a bad name.
Notice the Tea Baggers are all about destroying anything useful and proven while not touching nearly any worthwhile issue - all while saying they want to reduce government! As if privatizing social security would be better (it wasn't and that is why it was created, duh!)
The old group picked their name and had a big issue with how our politicians do not represent us -- something in common with the occupy movement -- both groups faced attempts to have their image stolen by establishment political forces and the Tea Party lost theirs; occupy has not. (yet, but I don't think they will.)
I want police, fire, libraries, free schooling, roads, highways, social security, public unemployment insurance, NASA, national labratories (before "reforms",) public health insurance (medicare is as good as we can get so far). Democracy is supposed to let the majority collaborate to create universal services many of which provide infrastructure necessary for a successful modern economy... The Tea Baggers are too stupid (or corrupt) to see the differences between Social Security and the police state - they'll kill civil society in response to the creation of Big Brother-- effectively doing half the job of for despots!!

Monetary penalties should be PERCENTAGE of income.
In other nations they have this concept in commonly known laws (speeding tickets;) Americans do not so they never think of applying it to anything.
We have people who think nothing of the fine pay it and continue to break the law so then we have to create more complex laws to attempt to deal with these special cases --- IF it ever gets noticed at all.
Bill Gates should pay $100,000 dollars for a speeding ticket. Corporations are well known for making far more profit than their settlements and then continuing to do evil things; just look at Monsanto... even our political conventions prepay the city with insurance against lawsuits for violating civil rights! It is so bad that our ruling parties "bribe" exceptions!
Corporations do whatever the management want, if there are shareholders, they can do plenty before enough shareholders push their weight around. Corporations can take sides on any issue they want in almost any way they want and do it with a HUGE voice. If they do not mind a minor decrease in earnings they can ignore boycotts, especially if they sell common goods everybody buys they are basically untouchable. Private companies can do just about anything. If any break laws they are not subject to punishments like a human--- that is, if they even are convicted of something in the 1st place... which is far less likely as well.
Legal marriage should never have been called marriage because too many stupid people can't tell the differences between legal definitions and traditional/religious ones.
