I used to live in Portland, and my impression of why traffic delays are caused is because only about 5% of the people on the road know how a merge works. And, they haven't built a road in 30 years while the population has almost doubled.
Pentium Pro is 20 years old, and used an insane amount of electricity to do what it does in comparison to what could be had for less than $125 now. Even an Atom-based SBC from today can do what that Pentium Pro 200 could 7 or 8 times faster, and do it using like 20W of power, maximum.
The electricity savings alone would pay for deleting that ancient hardware and replacing it, much less that fantastic increase in processing power for what is literally Intel's current lowest end x86 CPU.
Don't forget that the square footage of real estate necessary to keep all of those test machines is worth more than the machines you're putting on them, to say nothing of the electrical cost of running the tests.

I doubt there is a whole lot of crossover between the semi-moderate Kasich (accepted Obamacare-funded expansion to Medicaid, told the more conservative state assembly in Ohio to stuff it on their "reforms" to education, tried to raise fees and taxes on oil and gas extraction in order to pay for essential services) and the ultra-conservative Cruz. Just about the only two things they are in lock-step on is abortion / defunding Planned Parenthood, and not being Trump.

There is absolutely no chance of people being drafted again. Vietnam saw to that - a conscription army is far less trained and motivated than a volunteer army, and any attempt to bring back the draft would be instant political suicide in any political climate less than an all-out invasion of the continental US.
