you cant compare the right for internet and the right for water.
water is in no way a right that you would need somewhat philosophically or spiritually or such. you will die without water, but you will die *happy*.
on the other hand, internet is really quite important, concidering the free speech and stuff like that. you will not die without internet, but the denial to access the net would captivate your chances to express your free speech. i remind you, there is a good chance of getting your ass kicked should you just wander to the streets and start yelling stuff.
