PHP has perhaps the best manual of any language. It's updated frequently, shows you what versions and platforms each function is available in, explains changes from previous versions (if any), and most have examples and user comments that explain common problems people have.
If there does happen to be a situation where it doesn't work as documented (and it's a production version, not beta/release candidate/cvs), post it at bugs.php.net and it will get fixed.
PHP is moving towards being a full-featured scripting language. Although it has been able to work with shell scripts for a while now, the latest version adds specific features for "command line" mode, well suited to shell scripts.
I have been writing shell scripts in PHP for quite a while now, and it's very handy. Fast to code, powerful, and very reliable. Not to mention cross-platform, if you need it.
you forgot to mention the fact that this was a Microsoft-commissioned study. How strange they found that [sometimes] windows is cheaper...

You're missing the concept here: model-based programming is an entierly different paradigm.
You don't tell the program what to do when something happens; you just tell it how it interacts with it's environment and it figures out what to do to accomplish a certain task.
What's the point of faking the signal?
As has been pointed out, it's likely that it picks up the majority of what people are listening to (ie, the frequency that's being transmitted the strongest). It's not going to show an individual ad for every car that drives by.
This is also totally neglecting the fact that they can't tell exactly who is listening to what, unless you're driving by yourself. Even then.. is it an invasion of privacy? I guess only if you're embarassed to be listening to the local gospel station (not that I have anything against gospel)
