Yes, it too could be a coincidence. But... Southern California water agencies have tried cloud seeding many times and many ways over the years, and I believe they still occasionally seed clouds. However, the San Diego incident is firmly in their minds, the reason I know about it is that the Los Angeles County Flood Control Department has a yellow, faded copy of the original newspaper article on their wall, and THEY are the local cloud seeding agency.
