We can offer data transfer on an off-peak basis for a large volume site over 500 Gigs a month for $1.50 per Gig. Our peak period lasts only 3 or 4 days around the end of the month, and the rest of the month we have up to 14 Mbps available for offpeak use. We would arrange for a throttled connection that would guarantee a minimum amount of bandwidth in peak times and plenty of bandwidth in the offpeak times. This would be well suited to an FTP service with or without a queuing mechanism for the peak periods.
