Perhaps, they're doing this precisely because Philippines' open source awareness is relatively weak. That way, they have better chances or curbing or controlling the movement. They want to be seen as the "leader" in open source where they can.
Oh... Last I knew, by the time you do the Format Cells, and change it to Text, the leading zeroes are already gone. So it didn't help any.
I can't test it now, as our company has been free from Microsoft Office for the past 4 years.
The problem I encountered is that, unlike OpenOffice.org, Excel does not ask first before assuming the format of each column.
For example, columns that have leading zeroes will be treated as numbers. If I have to edit CSV files with those columns in Excel, I have to add back the zero prefix to those columns again.
OpenOffice.org on the other hand allows you to specify the format of the columns so that it can correctly open the CSV files.
Before, I used IE only to access a major Philippine bank online. But only a couple of months ago, it has now become accessible to Firefox in Linux.
It seems more big companies are taking note of alternatives to Microsoft here in the Philippines.
