i can't answer that, it's strange that it is very near or the same as the speed of light in a vacuum. people have thought for a very long time that it (gravity) was instantaneous or much faster than light since it seems that the orbits of planets and such would be affected by a slower speed of gravitational effects. It would be very interesting to see how we might manipulate the speed of gravity. However the speed of light is not quite invariant as it propagates through different materials at different speeds. the variance of the speed of light is the reason for a lot of optical phenomena such as refraction and the splitting of light using a prism.
