Why wouldn't the company just hide the data breach? There wouldn't be that many people in the company that would know about it. Easy enough to keep a lid on it. That's what control fraud is for, anyway.
When I read the summary I thought "Finally!" Then I remembered all the weasel-worded laws enacted at the federal level to nullify any true protections that might be passed at the state level.
It requires someone to speak up against it. Why risk a political foofarah if you don't have a pony in the race? Don't be fooled. This is very cleverly architected.
