For example, that portion of the energy contained in the gasoline which is actually converted by your automobile engine into useful work (force times distance) ends up heating the tires due to rotational friction and flexing of the rubber carcass, and heating up the atmosphere due to air resistance.

I think your perspective may be provincial. There are at least 50 jurisdictions within the US alone which have differing legislation on this general subject.
