The main problems with space technology and development of said technology today are politics and money.
Why do we have dangerous manned-spaceshuttles? Because it impresses people! That's politics!
Why don't we just develop a good space ship? We have the resources! Because it costs money! And politicians (see problem 1) don't like losing money to practicality!
Yes, I know I sound cynical, but it IS that simple. Now if only a solution were present..
First, we can consider it to be a learning opportunity, which it isn't. It's an opportunity to be brainwashed and turned into a mindless employee. That is, of course, assuming it goes Microsoft's route.
But, we can see this as an opportunity to get a title that will help you get a job, where you can do some real learning. Way I see it, if you take the cert, get a job, and study a LOT, you can actually get somewhere. And by somewhere, I don't mean a trailer. I mean SOMEWHERE!
Of course, being the everything-hater I am, I have to say that the idea of an open-source cert is sort of weird. When I say weird, I mean extremely ugly. That's just a pet peeve of mine.
Yours, sir/ma'am, are one of the few comments that have actually changed my stubborn mind. You are correct, sometimes the title is enough to help someone get get started, where they can then really learn.
The car thing is an anology, no more. Consider the resources you need to design your own car a symbol of the resources you need to design your own computer/program. Sure, linux is open-source and in-house developed (I think), but you still need to get the computer, or the parts for said computer, somewhere.
I believe that it was linux.org that explained that nothing is zero cost in a similar manner.
Well, maybe IBM is econmically minded, but how about us/me/you, who believe in altruism and develop open-source software? Maybe the country won't have altruism going for it, but their are always still the minor masses.

Now, offer the proctor with an open-source lunch, (give him the ingredients and make him make it himself..), and you'll have something going.
Now, at the end of that feel-good statement, I would like to add that communism got screwed up... open-source could be next..
