I don't have an Australian Drivers licence, and my local video store requires *australian* photo ID.
Since when did the absence of a drivers licence stop australians from driving?:)
Alternatively, like the rest of the country, your need for an australian drivers licence is for identification and not for any actual representation of driving ability, just get an 18+ card...
But I guess that sucks if you're not 18+.... which (im sure you can guess) I'd have to say that a significant minoritory of 18+ card holders in this country, are not actually 18+:P
After all, who wants to wade through all the crap they have on their main pages? Not everyone, so why not be all stealthy and play both ends of the field, thus hedging their own bets.
Your idea does not make hbo/intel/AOLTW/sony/RIAA/MS/at&t/comcast/HP/etc etc etc happy, plus your planned 'eliminated' satellite companies won't be happy with ur idea.
All in all it sounds nice but you'll kill yourself trying to do everything at once over cable, don't forget all the abovementioned companies run various amounts of your government so good luck getting yourself off the ground.

remember being somewhat fascinated when I originally heard about it. Of course now, it's probably illegal due to the DMCA (which probably would've killed the PC revolution had it been on the books 20 years ago).
