They don't check anymore. But if they did, it still wouldn't be affected. Windows 9x doesn't have the Messenger service that the overflow is for. It's only in NT-based machines.
Don't forget about the Windows XP Powertoy that lets you have 4 desktops! It's sure not real multiple desktops (watch the magic that goes on in the taskbar) and it's dog slow, but it does work and it's available on Microsoft's website. Not that I like Windows XP (OS X user who has to use Windows at work), but without this program I'd be less efficient, because I have a program that opens like 6-10 windows during normal use, and I like to keep it as far as possible as other applications.
Further, I don't recall ever seeing a guage in a simulator program of any type that gave inaccurate info, ever.
What? Even Flight Simulator 4.0 had gauge damage, and stuff could randomly break and work funny! The point is still valid, though.
At least they fixed the bug that caused mouseover javascript to change the color of table cells to not work. Hotmail now properly highlights messages that I check, instead of highlighting weird chunks of them when my mouse moves over.
