I used to run a BBS too.
I assume you must be outside North America, since I heard in Europe (and in a lot of other places) you have to actually pay for every minute online (long distance or not).
In Canada and USA, as long as it's a local call, you don't have to pay per minute and only pay the basic charges. That meant people could call anywhere and stay online as long as they wanted as long as it was regional.
I guess we were lucky (and are still!).;)
