Surely one problem here is that the TV they are being exposed is bottom of the barrel stuff - wrestling, cop dramas, soft porn, commercials for makeup etc etc. You could go as far as to say that the real problem is free market economics which pushes revenue-generating programs up the agenda above artistically valuable or informative programming.
The people of Bhutan need programming that reflects their own culture, not Bollywood or mindless U.S. trash.
