This has been out for a while. It shipped with the last major release of Eclipse. In June.

I would argue this is not a new idea. The same basic concept exists in Android as Intents.
Service is a terrible word to describe this. TFA doesn't even use it except in the title. Compiler As An API. Compiler As A Library.
Not surprisingly, IE9 Beta is a work in progress.

The ACLU has a fairly comprehensive, albeit slightly out of date, site dedicated to ECHELON.
