In Maine the average state employee earns twice what the average private sector worker earns with additional lavish benefits. Coming from New England I have always wondered why Maine was so impoverished having so much going for in in terms of its physical setting and universities. Most young people leave the state because the state government holds business, especially large businesses, in contempt. In Maine the business of government looting the productive economy has never been so good.

It depends on who did the writing and the rewriting. The best policy is for software engineers to give scientists simple interfaces to write to and then stay out of their way.
If the idea has merit it would be funded by the market. The government should not be a venture capitalist. Obama's crony capitalism, where winners are hectored for making profits and losers receive government bailouts, is the reason why the recovery is so weak.
I live in Minnesota. It is 97 degrees and humid today and I have my AC blasting away to a comfortable internal temperature of 72, where it is always set. We have cheap electricity in MN because of frack gas. A white roof would hurt my property values. Besides, my attic is so well insulated that a light roof wouldn't make much difference. I am not much interested in listening to the nanny state feds advice about lighting either. I have stockpiled a 10 year supply of incandescent bulbs.
