As I think, especially gene expression within the ECM (which is heavily modified by practicing) is of relevance if you consider long term outcomes.
I suppose that it is always easier to collect data than to intelligently analyse the amount of data gathered, just because sensors are less complex devices (to put it simple: compare the time you need to collect a cluster of data vs. the time you need to find interrelations). And, obviously, the problem gets worse with growing data (since the days of cluster analysis).

At least what I know from my father, who was a POW during WWII, the US resembled the requested state to quite some degree back then.

I also was very impressed by the stories that conveyed that people left their keys in their cars without fear of theft.
