Criminal charges? Following an investigation (probably by the same agency whose agent purjured his/herself), the ADA would have to prosecute which, IMHO, s/he is unlikely to do to a fellow government law-agency related person.
Civil charges? Need the money to pay for the investigation with some expectation of a tangible result.
China has significant social, economic, ecological and other problems. While China can now say that s/he has put a man in space, I have to wonder about the hundreds of millions of peasants without running water, the situation in Tibet (autonomy and the next Dalai Lama) and Xinjiang province (autonomy and muslim minority), large scale graft, etc. ad nauseum and ask whether the concept of "face" ("we are just as technically advanced as other major powers") is so significant as to take precedance over these other issues when making budgeting decisions.
I like the question...I remember (oh no, not that phrase again) doing COMPASS on a CDC 6400 (60-bit words) in 1974 and telling the IBM guys that their 8-bit bytes, 4-byte words made no sense at all, and besides, they were only half the precision of a single CDC word...so much for Seymour and CDC...
