It has always been the case that those Americans who want to avoid taxes can do so in the US easily -- simply setup up a non-profit for the purpose, and be done with it, safely and legally. I know quite a few Americans who do just that, and don't bother with offshore accounts.
Shipping data wholesale to the US authorities is a legal problem in Europe mostly because there privacy protection still has some limited meaning.

Having read the linked Russian article, I think it is BS.
The folks are basing their claims on maps of stations that show supposed biased distribution of stations. They are making the claim that the selected stations somehow exhibit a trend which doesn't exist.
Obviously I haven't played with underlying data (available at meteo.ru -- the Russian meteorological agency), but the maps that show "suspicious" selections are showing the coordinate system as rectangles with equal sides. It seems to me that with this projection, the selection will look like polar stations are under-represented, when, in fact, that will not be the case at all.
If you consider the actual territory (i.e. choose a different projection) you'll likely get a totally different story. So, while I am unsure if we have global warming, and while I think handling of the CRU email scandal was a disaster and the ongoing investigation is warranted, it seems this particular piece is not very strong reason for skepticism.
Knowing how stations are actually selected would solve this mistery easily.
Or, way easier, just avoid places and companies that do things to you you don't like, whatever the reason. I've seen what boarding an Israeli plane looks like -- I see no point in dealing with a country that needs such security. I've had to put a TSA thug in his proper place at an international airport once -- I'll pass on visiting US or using US airlines until such time I hear such thuggery isn't the norm anymore. And so on.
To do that on Linux you have to either read the documentation of your window manager, or assign the same sequence via one of the many mechanisms available - or do it with the mouse. The first and last methods work out of the box.
Which of the above utilities isn't "well thought out" or "well integrated" exactly and why?
To achieve similar level of customization and comfort on a mac or windows pc, I needed to spend comparable time locating and researching the respective "well integrated" and "well thought out" tools, and I'm still not as happy with the result. The X tools above have served me very well over two decades.
Your throwing around of phrases you've likely heard in product ads don't make you sound knowledgeable, just slightly trollish.

man. you can do every crazy thing that comes to mind with this, except window wobbling. i haven't had the need for that, hence no tool for it. reading the man pages won't take more than two hours. you can even use emacs or nano instead of vim with the same great result.
