Millions of small compaines host their own email without issue. Of course reputation is a factor. Letting just anyone and where send email is why we have such huge spam problems and taking reputation in to account helps cut down on spam. I'm 100% sure this is a configuration issue and not Google and MS blocking out 'the little guy'.
I'm not sure that's quite true. As a technician for tmobile, I have been involved in setting up many tmobile hotspots and each one has been some sort of T1 connection to the site.
Look at the robots.txt file, it is filled almost exclusively with Iraqi related links. This is not just a generalized disallow list, it is very specific and should definitely be of note. It really makes you wonder what the government is up to and what it has to hide.

While working as a dispatcher covering the state of Michigan, I used Mapquest. I only fell back to Yahoo Maps when mapquest failed to return an address. (Which it did on occasion.)

How would this be less strain or easier? There is no need to learn HTML given the amount of easy to use authoring tools available.
Leave it to Academia to spend way too much money to reinvent something with less functionality than so many other *free* products out there.
