I would even say that active cooling - such as a fan - ADDS heat to the total amount (the power consumed by the fan itself ends up as heat !). Though it's almost negligible in case of a fan it isn't for a peltier for instance.
The consequence is that this case will produce a little LESS heat than an actively cooled one !
