There was a time you could use the 1234-56790-1234 key. But I don't think it still work (even without internet connection).
A trick I heard about to allow people without key to play Q3 over the internet is to set up your own game server and set your DNS so it can't resolve the master server so it can't check the keys. I suppose it may work with HL too.
