Come on.. laws like this will only impact the few legitimate, opt-in marketers that exist in California (yeah, there actually are some), by making a whole new set of hoops they have to jump through. The 99% of spam that comes from other small countries will just continue to increase. Hooray government.
I've said it once before, and I'll say it again. RBLs and Spamassassin do WONDERS! What, you don't have access/can't migrate to that kind of a set up? Here's what you do. You go to www.Shadango.com, and sign up for a free account. You can use it to check all of your email accounts (and even send from them) from the one interface. So you don't lose any email, and it's easy to check all your accounts.
Anyway, if I had any sort of an online business in CA, I would seriously consider moving my headquarters. With a random, overarching law like this passed so quickly.. what are the next ones going to be like when this doesn't stem the flood?
That's Spamcop's list of spam-vertised web sites. All of those sites have submission forms; just put the email address in there and you'll be rockin' and rollin' within a few hours. I got into a 'spam war' with one of my roommates back in college, and with that Spamcop list I was able to render his email account COMPLETELY useless within a couple of hours (If you're reading this, sorry 'bout that Brian... )
Speaking of spam, on a random side note, I've recently started checking all of my email accounts with Shadango.com. Anybody else tried that yet? Shadango allows you to have advanced filtering applied to ALL of your existing accounts (both POP and IMAP). It's frickin' great. So now I don't get any more spam, plus I can check all 5 of my email accounts from one place. They've also got file storage, a calendar, etc. It's money. Check it out.

Ya know, everyone admits that SpamAssassin kicks ass.. I personally have it catching about 95% of my spam, which is a level I'm very happy with. 1-2 spams a day isn't a lot to have to delete.
The problem (at least with me and a lot of my friends), was that I have 5 addresses (I'm a webmaster for 2 different sites). The one site I really had control over had SpamAssassin, but the other ones were admin'd by someone else (who was too lazy to install SpamAssassin).
I recently found a free service out there that not only uses spam assassin, but allows you to use it when viewing *ANY* of your email addresses. So now I've even got my @hotmail address being scanned with SpamAssassin.
I don't mean for this to sound like a retarded plug, but I'm VERY happy with this service (well, as long as it stays free!). It even allows you to store files online and generate temporary accounts.. you should seriously check it out: www.shadango.com
