RF and signal jamming is tested at that range and interferes a bit with outside sources (basecamp). The GOVT has to test its intrusive technology somewhere and usually does it in the least populated areas such as Nevada, Arizona, New Mexico. People wanting to intrude on Govt land may unknowingly endanger themselves by going into laser and or other test ranges. Just because they dont want you there doesnt mean its a black technology being used. It just may be harmful or a liability to outsiders not knowing where or when to be there. The Government doesnt want a law suit just like anyone else would not want some kid playing their pool unmonitored.
