I don't know what you think that says but Lee Atwater was a local South Carolina politician/campaigner who didn't even get involved in a nation wide race until after he made those comments. His entire interview is basically him saying he thinks one thing but Reagan didn't do it or need to before he ever worked on Reagan's reelection.

And the paragraph you did cite is talking about how this racism accusation is so abstract that you cannot even recognize it.

I find it completely funny that people have to cling on to ideas that are barely recognizable in order to maintain some worldview. But hey, it's what makes politics fun I guess.

That being said, all sorts of people have tried to weasle through government restriction imposed by the constituton. Usually, those people find out how wrong they are. Unfortunately, it likely isn't until after someone gets screwed first. The constitutional limits on government limit concepts in general and not specific items that existed. It not dated and irrelevant not is it a living document subject to reinterpretation as the AC mentioned.

Of course some companies will have providers from the corporate areas but it will transfer to local when making claims. If this is the case, http://www.insurance.wa.gov/ will give you more information and where and how to complain.

In almost all states, almost all insurance is highly regulated and both the companies and often the agents need to be registered and/or licensed by the state in order to operate there. I'm going to go out on a limb and assume that you meant Premera and not Primera. It looks like they had 149 complaints in 2013.

Well, any municipal rights would be endowed by the state as they are political subdivisions of the state. There is no constitutional amendment or provision specifically for the municipalities.

I'm not sure why you are going off with the rest of your comment. It's meaningless to that point. And I did say that local control is better.

As was set into rule and demonstrated in Wickard v. Filburn, a substantial effect on interstate commerce is all that is needed for the feds to assume control or power to regulate via the commerce clause. Arguing whether that is proper or not is another thing though. Anyways, it will take an act of congress to place this under fed regulation as the FCC has already declared it wasn't in the ways they want to consider it today. Fortunately, it appears congress is willing to regulate it. But this is all besides the point that the US constitution does not have any provisions for municipality rights.
