Just checked with the ethereal packet sniffer (http://www.ethereal.com/) and the answer is NO, MSNP9 does not encrypt the actual messages, just the password for logging into.NET...
if you want encryption go with gaim-encryption (http://gaim-encryption.sourceforge.net/), preferably used with another protocol, like Jabber
