Here in Peru, a law means *nothing* until the "reglamento de la ley" is approved (it's some specific regulation concerning exactly *how* will the law will be applied). It can take months, or more realistic, years until that is done. In many cases, the regulation is never approved, so the law is useless. will be extremely difficult to implement FOSS in a user level (heck, how will we replace Oracle? Or even MS Excel, Word & Powerpoint? Its still a long way for OO).
I'm not against open source, but what the law states is unenforceable.

The argument in favour of this gForecast is not based in the central limit theorem or in the assumption of normal (or even symmetric) distributions. Doing this will require the obviously wrong assumption that, in "average", we know the answer to the event.
The real idea is somewhat based in Arbitrage Pricing Theory. We asume that people that don't know about something will (in average) avoid betting on it. So people that DO know about the event and the true facts / probabilities around it will bet and the estimate of this group of people will be around the real probability.
You can say "but wait! what if people that don't know still bet! like in the dotcom boom!". Well, if they bet, there will be further incentives for the more informed users to bet even more against them, so any "BIAS" in the prediction made by the market will tend to be corrected.

First of all, this is not a troll.
I read the review and thought about buying the book, so i surfed at +4 trying to find more reviews of the book, or even better, comments like "wait, this book is better, bla bla". But I only found trolls about why XHTML or XML or HTML4.01 or whatever is the *best* solution, and some useless posts about why PHP is better than ASP.
Then i surfed at -1, and read all the freaking comments! And I CANT FIND ANYTHING RELATED TO THE REVIEW!!! All the wasted time.. all the offtopic flamebait etc etc I had to read.
So, can SOMEONE please write a useful comment? Is this book actually good? Are there better books out there for teaching good XHTML+CSS2 to someone that has some experience on html?
You are wrong. HWM allows us to form ideas..
For example, you can remember when u re programming, and u need to "store" in your brain what you are about to do... "do this loop, sum this, call that subroutine.. ehh noo.. better i put this inner loop blah blah"..

However, most economic models have results (in equilibrium) that are THE SAME as if people where risk-neutral.

Is electromagnetism a problem???? Would I gain some karma from my athlon?
Where I live there is no "ground cable" in the electric system, so static would be a problem for me.. should i worry? what can I do to alleviate this problem?

Actually, any decent economist can tell you that what you describe is wrong. Apparently, economics will suffer, but in practice efficience will improve. Everyone will pay lower costs for their software, business and individuals would use the money they save (by using open source) in other stuff like cars, hardware, etc.
Economics teachers often use this example to describe your point.
"The economy is in a slowdown, and glass and windows (windows in the real world) makers propose that we should all start throwing stones to the windows so they will break. When they break, ppl will spend more, windows companies will hire more people, and we would all be better"
In october-november '05 the wrist pain started. Actually, my fingers were a little numb. Which is kind of worrying as I'm only 22.
I couldnt hardly work at all, gave up playing games, but still everything sucked.. then I bought a 3M ergonomic mouse. Best 40$ I have ever spent.
It saved my wrist. I could even play FPS and RTS with this thing. It's great.. I even take it with my laptop, just everywere.. =)
